WHEN A GOVERNMENT DEMONSTRATION CREATES A PROCUREMENT PATH

A government demonstration creates a credible procurement path when it produces decision-grade evidence, delivers that evidence to an owner who can use it, and connects successful performance to a funded next action. Before hardware and team time enter the plan, define the claim, test conditions, evaluator, decision threshold, transition owner, and company investment.

Invitation, selection, participation, successful performance, award, obligation, payment, and funded follow-on remain separate entries in the operating record. The event creates value at the state the evidence supports.

Build the event around the next buyer decision

  1. Event

    Define a representative event, the configuration, and the result the buyer must observe.

  2. Evidence

    Capture conditions, measures, evaluator, boundaries, and the source record that supports the result.

  3. Buyer decision

    Name the decision, the threshold that supports it, and the official who will use the evidence.

  4. Instrument and money

    Confirm the authorized route and current funds for the action that follows the evidence.

  5. Next owner

    Name the office that accepts the result and owns the next funded action.

COMMON STOP AFTER THE BUYER DECISION The event produces useful evidence, but no current money, usable instrument, or next owner is prepared to act.

Four conditions that earn company commitment

  1. The decision is named

    The company knows what the buyer will decide after the event and which result supports that decision.

  2. The test is representative

    The operating conditions, configuration, evaluator, data, and threshold support the material claim without promoting it beyond the test.

  3. The owners are connected

    The evidence owner can place the result with the office that controls the next buyer decision and funded action.

  4. The company return is priced

    Leadership compares hardware, labor, travel, integration, security, and schedule exposure with the decision value and residual learning.

Worked example · illustrative

A maritime sensor event tied to an integration decision

A maritime sensor company is offered a place in a government field event. The program office needs evidence that the current system can detect the target class under the published operating conditions and deliver the required data through the event network.

The company and government define the configuration, conditions, measures, evaluator, and acceptance threshold before the event. The evaluation team will issue a record that the program office can use. The program office identifies the funded decision that follows a successful result and the agreement route it expects to use. The company caps its investment at one system, the approved integration work, and the personnel required to execute the test.

That structure creates a credible procurement path. If the program office cannot identify the next funded decision, the same event may still justify a narrower evidence objective. The company should authorize it for the government-observed record and residual learning rather than assume a follow-on.

What the company should own after the event

  1. A government-observed evidence recordThe result, configuration, conditions, measures, and evaluator.
  2. A bounded performance statementWhat the test established and which claims remain outside its scope.
  3. A list of unresolved conditionsTechnical, integration, security, delivery, production, or data issues that still control the next decision.
  4. The buyer’s next decision and ownerThe office, funding source, instrument, and verification action required for the next paid stage.
  5. A reusable decision artifactA record that can support a later proposal, partner review, investor diligence, or internal product decision.
  6. A new allocation decisionExpand, hold, narrow, or end company investment based on the observed result.
