Access
A channel to a government operator, office, event, or acquisition team. A meeting, introduction, office-hours session, or invitation can establish access. Access does not establish demand, selection, or funding.
Interest
A government actor expresses a positive view, asks for information, or identifies possible relevance without making a selection or funded commitment.
Invitation
The government asks the organization to participate in a defined next step. An invitation is access unless the governing process makes it a formal selection.
Marketplace or awardable status
A process determines that the organization or solution may be bought through a defined channel. The status does not place an order, sign a contract, or obligate funds.
Finalist or technical selection
An authorized process chooses the organization for the next defined stage. Selection does not establish award, successful performance, or funded transition.
Prize
