MAP THE FIVE DECISION OWNERS

The Government Buyer Map identifies the five decision functions that move a capability toward funded use: the office that owns the operational problem, the office that controls current money, the official who can place the action, the owner of the evidence decision, and the office responsible for what follows after success.

Mapping those functions turns a contact list into an operating sequence. Founders can see whether the next move is a proposal, verification call, partner action, evidence task, or pass. Investors can inspect how government interest is expected to move without assigning buying power to a title, logo, or senior advocate that does not control the full chain.

Map the functions behind the next funded action

Government teams use the word customer for people who hold very different powers. An operator may experience the problem directly while controlling no funds. A technical evaluator may shape selection while another office owns the requirement. A warranted official can place an award but cannot create a mission need or spend money that is unavailable.

The five-role map keeps those distinctions visible. The problem owner defines the operational consequence and the performance change that matters. The money owner identifies which funds can support the next phase. The agreement owner selects and executes the placement method. The evidence owner defines the test and records the result. The transition owner decides whether successful evidence receives another funded action.

Each role needs more than a name. The record includes the decision that actor controls, the source supporting the assignment, the date it was verified, the current state, and the next question. A warm introduction can support access. A current notice, funding confirmation, written test plan, or direct statement of decision rights provides stronger support for an allocation.

Verify the handoffs between decision owners

A role assignment becomes useful when the company knows what the actor will receive, decide, and pass forward. The problem owner should be able to state which performance result matters. The money owner should be able to connect that result to funds for the intended action. The agreement owner should know what authority and record are required. The evidence owner should know how the result will be captured. The transition owner should know what decision follows.

Verify the handoffs with action questions. What document or event closes this phase? Who accepts the result? Which fact triggers the next decision? Which office can stop the sequence? A title can suggest where authority may sit, but the answer belongs in the current source and named decision.

One office may hold several roles, which can reduce coordination time. The record still keeps the functions separate because the same office may control funds for an assessment while lacking funds for production. Concentrated authority can speed the lane. It does not remove the need to verify the next funded action.

Record how freely the buyer chain can act

I use Buyer Freedom to state the map’s present operating condition. It is a practitioner judgment, not a government rating. The state applies to the named action and current facts. It can change when funds arrive, an official confirms authority, a test plan becomes usable, or a transition office withdraws.

The states do not form an additive score. A route with strong advocacy, a defined test, and a willing agreement office may still be blocked by unavailable funds. A route can also be complete for a demonstration and access-only for production. The named endpoint controls the judgment.

Build the map in decision order

Start with the government action the company wants next. Then map the operational problem, current funds, placement authority, evidence decision, and post-success action in that order. Store the source and verification date for each role. Record what the company observed separately from what it inferred.

This order prevents premature production. A company can maintain access while a money or transition question remains open. It can authorize a bounded call to resolve the issue. The item enters proposal production only after the map and company-side pursuit gate justify that allocation.

Ask for the five functions, the source behind each assignment, and the funded action expected after successful evidence. Senior contacts are useful context, not a substitute for the chain.

A complete Buyer Map establishes that the government side can act. Product fit, competitive position, evidence readiness, security, production capacity, acceptable terms, and company economics still determine whether the company should participate. That second decision belongs in the pursuit gate.
