WHAT SHOULD INVESTORS ASK ABOUT A GOVERNMENT PIPELINE?
A diligence-ready government pipeline lets an investor trace each material claim from the government action to the buyer decision, current money, company economics, delivery burden, and funded-transition path. The record should show what is documented today, which assumptions remain open, what capital is required before the next event, and what fact would change the thesis.

What a portfolio company should be able to show
A qualified company record makes these eight fields visible in one place.

- Named decision owners
- Current money and instrument
- Company work share and economics
- Evidence event and remaining gaps
- Delivery and working-capital exposure
- Funded-transition owner
- Next action, date, and stop condition
Verify the current government state
Use the narrowest accurate verb the evidence supports. The company may have access, interest, a down-select, a prize, a current-stage award, a signed agreement, an obligation, successful performance, or a funded follow-on. Each state changes risk differently.
Request the document or attributable record that supports the state. A meeting note supports access or interest. A selection notice supports selection. An executed contract supports the agreement state. Public award data may support obligation or outlay fields. It does not show company revenue by itself.
Map the decision owners and current money
Identify the problem owner, money owner, agreement owner, evidence owner, and transition owner. Ask which actor has authority for the next decision, which funds are current, when they expire, and what instrument can place them.
An enthusiastic user without budget can still provide valuable evidence and access. Record that state as access or interest. An innovation office can provide a strong current-stage route while the production owner remains unresolved.
Reconcile public award value to company economics
For every dollar figure, identify which category it represents:
- Maximum contract ceiling.
- Current funded or awarded value.
- Government obligation.
- Government outlay or payment.
- Prime contract value versus the company’s work share.
- Expected value based on future options or orders.
- Revenue recognized by the company.
Those figures can all be accurate and materially different. The diligence record should show the bridge from public award value to the company’s economics, including teaming terms, options, delivery schedule, margin, working capital, and payment timing.
Price the capital and operating exposure before revenue
A government opportunity can create value while demanding capital before revenue. Ask what integration, testing, certification, cyber, clearance, export, manufacturing, quality, hiring, inventory, or facility work must occur before the next decision or payment.
Identify the product work and commercial opportunities displaced by the pursuit. A large ceiling can be unattractive when the evidence burden, rights position, or production financing exceeds the probability-adjusted value.
Connect the evidence event to the buyer’s next decision
Ask what the next demonstration, test, evaluation, or performance period is supposed to prove, under which conditions, who will judge the result, and what decision follows. Participation and successful performance are separate states. Successful performance and funded transition are also separate states.
The strongest pipeline record identifies the material claim, existing proof, remaining gap, cost to close it, and the buyer decision the new evidence can change.
Track government evidence and financing impact in parallel
Record whether the government result had no observed financing effect, created an additional diligence signal, supported a financing decision, or coincided with financing completed. Do not infer the causal contribution without evidence.
Keeping those records separate lets an investor use government activity as one input without converting it into revenue or transition. It also shows whether the pursuit is reducing the uncertainty the financing thesis actually depends on.
Use the government pipeline diligence register
Use the questions as one record. The evidence field should point to the source, the current-state field should use the exact verb, and the investment implication should state what changes in the thesis.
