WHICH GOVERNMENT BD METRICS SHOW REAL PROGRESS?
A useful government-growth dashboard gives leadership three things at once: the exact government state, the company’s financial exposure, and the next decision. Meetings, submissions, selections, awards, obligations, revenue, performance, and funded transition should remain separate so management and investors can see both progress and risk.
Use three metric classes
CLASS 01
OUTCOME METRICS
Selection or current-stage award, contract, successful performance, and funded transition. Record the exact event and the government decision it represents.
CLASS 02
FINANCIAL METRICS
Ceiling, current value, obligation, outlay, payment, company work share, revenue, margin, and working-capital exposure. Each field answers a different question.
CLASS 03
OPERATING METRICS
Qualified-response volume, cycle time, evidence gaps closed, buyer follow-through, decision latency, time to a named endpoint, and written passes.
No single number can substitute for the three classes. An award may be a real government result while creating working-capital pressure. Faster response production may show a stronger operating system while no buyer decision has occurred yet.
Build the dashboard around exact government states
A relevant channel to an operator, office, event, or acquisition team.
A positive view, request, or stated relevance without a selection or funded action.
The government chose the company for the next defined stage or funded the current stage.
The company completed the selected or funded stage against its defined conditions.
A government office placed or committed the next funded action beyond the current stage.
These states describe government action. Contract signature, obligation, outlay, payment, company revenue, and capital consequence remain separate legal, financial, and private-capital records. Within each state, use the exact source-supported event.
Give every number a complete definition
- CategoryState exactly what the number measures.
- NumeratorIdentify the events or value included in the top line.
- DenominatorIdentify the full comparison set used for a rate.
- PeriodState the dates or fiscal period covered.
- StatusDefine how pending, canceled, lost, selected, awarded, performed, and transitioned records are treated.
- BoundaryState the broader conclusion the number does not establish.
A proposal win rate should define what counted as a proposal and which decided outcomes entered the rate. A pipeline value should state whether it is a ceiling, current funded value, documented company work share, selected pending contract, active negotiation, or another category. Precision without those fields is only formatting.
Reconcile ceiling, obligation, outlay, work share, and revenue
- CEILINGThe maximum value permitted under the instrument and stated conditions.
- OBLIGATIONThe amount the government has legally committed for the covered action.
- OUTLAY OR PAYMENTThe amount the government has paid from the obligated funds.
- COMPANY WORK SHAREThe portion assigned to the company through the governing prime, subcontract, teaming, or award record.
- REVENUEThe amount the company recognizes under its accounting method after performance and invoicing.
A subcontractor should not report the prime contract ceiling as its own expected value. Management should also track margin, cash timing, hardware at risk, and working capital because a larger government result can still create a poor company allocation.
Use one controlled record for each material opportunity
Use operating metrics and reason codes to improve the next allocation
Track qualified-response volume, cycle time, decision latency, buyer follow-through, evidence gaps closed, and time to the named endpoint. Pair every loss, pass, wait, or stopped pursuit with a reason such as product fit, eligibility, evidence, buyer authority, funding, terms, price, delivery, or capacity. The distribution should change the Buyer Map, evidence plan, pursuit standard, or operating load.
A review cadence is useful when it changes what enters, what stops, and which fact reverses a prior decision. The aggregate dashboard should always reconcile back to the opportunity records rather than relying on memory or broad pipeline categories.
