KEDGE LIBRARY · TRACTION RECORD
WHAT IS GOVERNMENT TRACTION?
Government traction is an observed government action that reduces uncertainty for the company’s next allocation decision. A precise record lets founders allocate runway, gives operators a clear next buyer action, and lets investors inspect the government path without translating promoted pipeline language.
Access, interest, selection or a current-stage award, successful performance, and funded transition are distinct management states. Within the award state, record the exact event: selected, awarded, signed, obligated, invoiced, or paid. Record capital consequence separately from the government record. It never substitutes for the government result.
Government record
- Access
- Interest
- Selection or current-stage award
- Successful performance
- Funded transition
Capital consequence
- No observed effect
- Additional diligence signal
- Support for a financing decision
- Financing completed
Record both tracks. Each material government action receives one entry in the government record and one entry in the capital record. One track never automatically determines or promotes the other.
A progression management can verify
Each state should help leadership make a different allocation decision. The useful question is what the government did and what that fact now permits the company to decide.
Selection and a current-stage award share a management state, but the underlying record must preserve the exact legal and financial event. A contract signature, obligation, invoice, payment, performance result, and funded follow-on are different facts.
Four rules for a decision-ready record
Name the useful state first
Lead with the observed government action and the decision it supports. Add the boundary after the reader understands the valid result.
Use the exact verb
Record invited, selected, awarded, obligated, paid, tested, accepted, renewed, or transitioned only when the source supports that verb.
Attach the evidence
Keep the notice, selection letter, agreement, obligation record, test report, invoice, payment record, or transition document behind the classification.
Keep capital impact separate
Record whether the government event had no observed effect, created a diligence signal, supported a financing decision, or coincided with financing completed.
Worked example · illustrative
From demonstration invitation to funded integration
A dual-use autonomy company receives an invitation to a government demonstration, is selected for the event, completes the test against recorded criteria, and later receives a funded integration action from a program office.
- Invitation
- Access. The company can decide whether the event merits qualification.
- Selection
- Selection. The company can decide whether to commit the resources required to participate.
- Completed test
- Successful performance only when the government record shows that the system met the stated criteria under the recorded conditions.
- Funded integration
- Funded transition. The exact award, obligation, and payment facts remain separate entries.
- Investor response
- If investors begin diligence after selection, record an additional diligence signal. Record financing completed only from the financing record.
The five fields every material result should carry
- Exact event and dateWhat the government did, using the source-supported verb.

- Evidence sourceThe document, data, or government record that supports the classification.
- Capital consequenceThe observed financing effect, recorded independently from government progress.
- Next allocation decisionThe runway, buyer action, evidence task, or delivery commitment the result now supports.
